Dr. Francis Xavier Dimalanta
Developmental Pediatrician, St. Luke’s Medical Center, Philippines
Dr. Francis Dimalanta is a board-certified medical practitioner with specialization in Developmental and Behavioural Pediatrics, and the head of its section at St. Lukes Medical Center. Having trained in a number of hospitals abroad such as The Children’s Hospital, Boston; New York Presbyterian Hospital; and Montefoire Medical Center to name a few, Dr Francis has been known to be a leading and internationally trained practitioner in childcare relations and advocacy, a proponent of mental health and psycho-social wellness for children and youth. To highlight a few of the long list of organizations Dr Francis is affiliated with, he is currently the vice-president of the Philippine Association for the Gifted (PAG) and a member of the Down Syndrome Association of the Philippines, Inc., the Autism Society of the Philippines and the Child Health in Life and Development (CHILD) Foundation, Inc..
Ups and Downs of Down Syndrome – What to Expect and How to Prepare Them for Their Dental Visit

Children with Down's Syndrome are commonly observed to have intellectual disability and specific features that set them apart from the special needs population. Though commonly amiable, these children have different abilities to cooperate. This lecture will share practical techniques with dental practitioners to prepare their patients with Down’s Syndrome for their dental visit.

Dr. Jan Harold Sia
A board-certified Developmental-Behavioural Pediatrician by the American Board of Pediatrics and the Philippine Society for Developmental and Behavioural Pediatrics, Dr. Jan Harold Sia underwent residency for pediatrics at the State University of New York -Health Science Center at Brooklyn, USA and continued for his fellowship training in Developmental-Behavioural Pediatrics at Yale School of Medicine. He has given numerous lectures focusing on adoption, foster care, and screening the special healthcare needs population such as those with Autism Spectrum Disorder. Dr. Jan has also co-authored several studies recognized by international journals and by the Centers for Disease Control (CDC). Currently, Dr. Jan attends to his patients at Makati Medical Center and Manila Doctor's Hospital.
Effective Communication with Special Needs Children and their Families: A Dentist's Guide

Communicating and teaching correct dental care to special needs children and their families can be challenging for dentists. Understanding their cognitive development is key in accomplishing this task. Specific strategies will be discussed to guide dentists in their clinical work.

Dr. Steven Perlman
Currently a Clinical Professor of Pediatric Dentistry at the Boston University Goldman School of Dental Medicine, Dr. Steven Perlman has dedicated his life to the awareness of oral health of the general public, most especially of those with special needs and disabilities. His career and achievements span a long list of awards, recognitions, and contributions to the dental and medical profession. For the past 40 years, he has devoted much of his private practice as well as his teaching, to the treatment of children and adults with physical and intellectual disabilities.
The following passages are to mention a few of his contributions and awards. Dr. Perlman is a past president of the academy of Dentistry for Persons with Disabilities, the Massachusetts Academy of Pediatric Dentistry and the American Academy of Developmental Medicine and Dentistry.
He is the recipient of the Harold Berk Award from the Academy of Dentistry for Persons with Disabilities and the Manny Album Award from the American Academy of Pediatric Dentistry. Both awards are the highest honors of the organizations recognizing lifetime achievement in the care of people with disabilities.
He has published over 300 articles, co-edited a textbook Treating the Dental Patient with a Developmental Disorder and was a contributor to the Surgeon General’s Report on Oral Health in 2001.
In 1993, Dr. Perlman founded Special Olympics Special Smiles, an oral health initiative for the athletes of Special Olympics International. It now has over 200 events each year taking place in every state in the United States and in over 100 countries. He currently serves as their Senior Global Clinical Advisor.
In 2008, in Shanghai, China, Special Olympics honored Dr. Perlman with a special Lifetime Global Leadership Award in promoting human dignity. Among the 12 individuals honored were; Nelson Mandela, Deng Pu Fang, Arnold Schwarzenegger, Vanessa Williams, Yao Ming and Nadia Comaneci.
On October 27, 2018, the University of Louisville School of Medicine dedicated an symposium to Dr. Perlman for being an American Healthcare Hero. On May 26, 2019, he received the American Academy of Pediatric Dentistry's Ann Page Griffin Humanitarian Award.
Special Olympics Special Smiles Program - Caring for People with Intellectual and Developmental Disabilities

Special Olympics, Special Smiles is a screening, policy, advocacy, and educational program for children and adults with intellectual disabilities.
The origin of the program, how it has developed into the largest oral health program in the world for people with special health care needs and its impact on this population will be discussed as well as barriers to care and co-morbidities of this population.
